| I am the Division Administrator of the Support Enforcement
Division. We have approximately 300 employees
collecting child support in eight locations around the
state. Mr. Lulay currently works on our central
staff as a data analyst (administrative specialist 2). We
are probably one of the most automated agencies in state
government. Mr. Lulay has thrived in this environment,
particularly in working with PCS and PC networks. We
have found him to be hardworking and innovative. |

| Mr. Lulay has worked in several divisions and agencies since
he joined the Department of Justice in 1986. I have
known him since he first became employed by the Department of
Justice and have followed his promotions to ever increasing
positions of responsibility over the years. He was
sought out by us to work in his current assignment because of
his talents and record of being a problem solver. A
particularly interesting thing is that he has acquired his
computer skills on his own with little formal training. |

| Mr. Lulay has a good sense of humor. His peers
find him easy to work with. They also consult him
often with technical questions. I predict he will
continue to be promoted to positions of increased responsibility. |
